Equip civil society organizations in Lao PDR with tools to manage Fish Conservation Zones (FCZs) to maximize their effectiveness for conservation and food security. Develop a best practices guidebook for monitoring and establishing FCZs, test it in the field, and then disseminate it to practitioners. Provide training to civil society organizations in developing fisheries monitoring plans.

Strategic Direction: 8 Strengthen the capacity of civil society to work on biodiversity, communities and livelihoods at regional, national, local and grassroots levels
